For decades, senior members of the appropriations committees from both

have used "earmarks" - money for specific projects or programs added to
spending bills at a lawmaker's request - to direct federal money to
their home
states. A USA TODAY analysis of a White House budget office database
released
this month illustrates the clout of top appropriators.
